Do I have a problem on my hands?

My bro in law is staying with us and has been for 5 months now. He lost his job 2 months ago and is only counting on getting his lost job back instead of looking for work elsewhere. In the past two months we have paid $840 contributing to the household (250 for electric for first month, 200 second month 80 internet which he uses FREQUENTLY and 300 in groceries) Now the thing with the groceries- we have a 4 family household (my husband me and our 2 kids) he is just one person but his son is here all the time whom i cook and clean up after and watch while his dad (my bro in law) sleeps until 1 PM!!! He recently got his money from his 401k from his previous job ($8000) and we have received $160 TEETOTAL from him!! Keep in mind he washes an outfit for himself every other day, and has a bigger tv in his room than we have in our living room. And he runs it ALL NIGHT LONG playing his video games on his xbox. What the crap am I supposed to do? I want to have a peaceful living environment for my children, and I don't want to create a riff in the family. I've talked to him about it, he said 3 days ago that he was going to contribute to the groceries and has yet to produce any money for that.... He's playing us right?
