If the definition of terrorism is the deliberate targeting of civilians to further a military/political ideal?

Then doesn't that make the USA the world's leading terrorist nation? The USAF has long used the tactic of carpet bombing, and is still to this day bombing villages in Afghanistan to scare locals into not harbouring Taliban.
