Can someone help me get this math riddle?

If all but 3 are french, that means that there must be at least 4. That goes with the rest too. If there are only one of each kind of book, there can still be 3 that aren't that book. For example, if there is one chinese book, the other 3 aren't chinese meaning all but 3 are chinese. The same goes for the rest of them.
