Why can't I get rid of sinus infections?

Every winter in Fla. I get sinus inf. over and over and have to be on LEVAQUIN sometimes twice to get rid of the infection. I've done netipot,,the flush up the nose kit with salt,,all of it. WHY WHY WHY?
