Is There a More Rational and Ethical Economic Philosophy Than Laissez Faire/Free Trade Fundamentalism?

The graduated income tax system of 32 isn't working because of corruption to the system by persons now comprising the government.It would seem that with every new regulation a new set of loop holes arise.
